Overview

Welcome to the City of Lakewood’s electricity and power outage information hub. To help you navigate your utility services, it is important to know how our power grid is structured. Electricity throughout Lakewood is provided, maintained, and delivered by FirstEnergy (operating locally as The Illuminating Company).

As a private utility provider, FirstEnergy’s operations and service standards are regulated at the state level by the Public Utilities Commission of Ohio (PUCO). Because the grid is funded entirely through customer utility bills rather than local property taxes, FirstEnergy is directly responsible for all infrastructure upkeep and repairs.

If you are currently experiencing an outage, please use the direct reporting tools below to ensure that FirstEnergy is aware of the issue.

What To Do When Your Power Goes Out

1. Report Your Outage to FirstEnergy

Every time your power goes out, report it to FirstEnergy using one of the following methods:

  • To report an outage call 1-888-LIGHTSS (1-888-544-4877).
  • Customers with a communication disability can report an outage by calling the Telecommunications Relay Service (TRS) at 711.

2. File A Complaint With PUCO

If you feel that your outage is without cause (e.g. not from a severe storm or other unavoidable incident) or if it is taking an unreasonable amount of time for the outage to be fixed, you can file a complaint with the Public Utilities Commission of Ohio (PUCO). It is the state agency responsible for regulating providers of essential utility services across Ohio.

Customers filing complaints with PUCO is very helpful when the City takes action against FirstEnergy. The large number of PUCO complaints that were lodged in 2025 were key to PUCO finding FirstEnergy to be in probable non-compliance, and again when PUCO rejected FirstEnergy’s appeal to loosen reliability standards in 2026.

Resources and Assistance

Cove Community Center

Cove Community Center is open Monday through Friday, 8 AM to 4:30 PM and serves as a cooling center during heat waves, and as a warming center during severe cold weather.  During extreme weather events, Cove Community Center’s hours of operation are extended to offer additional assistance. The Center is equipped with air conditioning and heat, device charging, restrooms, and facilities to fill water bottles.

Lakewood Community Services Center

The Lakewood Community Services Center offers food assistance, housing assistance, and senior services.

SNAP Benefit Recovery

If you receive Supplemental Nutrition Assistance Program (SNAP) benefits and have been without power for four hours or more, you may be eligible for replacement benefits. Verification of the outage from your utility company is required.

Solar Energy Resources

Cuyahoga County Solar Co-Op

This county-wide program pools residents that are interested in installing rooftop solar panels onto their homes to secure discounted pricing on installation. The program is available to anyone living in Cuyahoga County.

The City of Lakewood’s Power Outage Response Timeline

June 27, 2025

Mayor George partners with City of Cleveland Councilman Slife and Councilman Kazy to formally petition PUCO for an investigation into the outages that occurred the week of June 23, 2025.

July 25, 2025

PUCO investigation results in letter of probable non-compliance to FirstEnergy.

Key Findings:

  • Outages were explicitly caused by failed equipment and lines, not storms.
  • Lakewood’s grid contains a significantly older proportion of infrastructure compared to surrounding CEI territories. Multiple Lakewood circuits (e.g., H008LD, H013LD, L003EW) were repeatedly listed on CEI's "worst-performing circuits" reports.
  • Severe communication failures occurred, including CEI suppressing notifications for 11+ hour outages by classifying them as "brief".

Corrective Action Requirements

  • Install two new transformers at the Lakewood Substation (Athens Ave) by end of 2026 / Q2 2027. (New transformer delivered June 23, 2026).
  • Investigate the root causes of premature failures in 2007 transformers.
  • Perform visual and thermal imaging inspections on all Lakewood pole equipment by end of 2025; complete all resulting repairs/replacements by end of 2026.
  • Deploy smart meters across Lakewood by end of 2026 to automate outage detection.

Key Points

  • Frequent, repeated power outages have created serious safety risks, including:
    • Elderly and disabled residents becoming trapped in high-rise building elevators for extended periods of time.
    • Residents with powered medical equipment including oxygen concentrators and refrigerated medications have suffered dangerous interruptions.
  • Outages have caused direct financial harm to Lakewood residents, especially low-income households who cannot absorb the loss of essential goods like perishable foods. These residents have turned to the City for assistance through food voucher programs.
  • Small businesses including daycares, restaurants, and healthcare support centers have suffered losses from spoiled food, medication, forced closures, and the inability of employees to work remotely.
  • Public safety services like Police, Fire, and EMS units have been forced to reallocate due to outage-related emergencies, reducing coverage for other emergencies.
Therefore, reducing reliability standards would only worsen the problems and hardships described above.

Demands:

  • Formally petition PUCO to resume and expand the July 2025 Probable Non-Compliance process, citing that existing corrective actions are insufficient.
  • Push for Financial Enforcement: Demanded PUCO leverage its exclusive authority to impose financial consequences on FirstEnergy:
    • Direct statutory fines.
    • Direct ratepayer refunds for impacted residents.
    • Creation of an escrow system to withhold customer utility bill payments until Lakewood's infrastructure issues are fully resolved.
