Office of the Clerk of Council

The Clerk is one of the oldest professions in local government. Every municipality has a clerk or someone who performs the functions of a clerk. The Clerk holds a unique role in local government; supporting City Council, serving the public, and coordinating among key City officials. 

The clerk’s office simultaneously focuses on preserving the City’s past, capturing its present, and maintaining an eye toward the future.  

In the course of its everyday work, the clerk’s office writes the story of the City as it happens, preparing detailed minutes and recordings of every City Council meeting. Equally important as capturing the present is preserving the past. On an ongoing basis, Council staff apply principles of records management to evaluate, preserve, and daylight over a century of the City’s archival content. At the same time, the office keeps an eye toward the future by pursuing technology and other solutions to better connect residents with their local government. 

Staff Bios

Maureen M. Bach

Maureen McHugh Bach was appointed Clerk of Council in 2018 after serving six years as the Legislative Liaison to Lakewood City Council.

Immediately prior to her work in the Council office, Maureen spent over three years as a legislative aide in the Connecticut General Assembly running the office of a state senator and her successful re-election campaign. Maureen first became inspired to understand the political process while working in the administrative offices of a reproductive health services organization in Northampton, MA. In that position she tracked and advocated for legislation related to federal and state funding for those services.

Maureen holds a Bachelor of Arts in women’s studies from the University of Massachusetts Amherst and a Master of Public Health from the Northwest Ohio Consortium for Public Health – a joint program of Bowling Green State University and the University of Toledo. Maureen is an active member of the Ohio Municipal Clerks Association, the Northeast Ohio Municipal Clerks Association, and the International Institute of Municipal Clerks. She is a notary public and can provide notary services upon request.

Maureen, her husband Ted, and their two young children love living in Lakewood and being part of the Lakewood community.

Danielle Cariglio

Danielle Cariglio took on the role of Deputy Clerk of Council in September 2023. She assists the Clerk of Council in managing the daily operations of the Council office and Council meetings. She also has experience working in the City of Lakewood Human Services Department, where she helped residents navigate community-based resources.

Danielle grew up in Northeast Ohio, where she developed a passion for volunteerism through her involvement with an international youth leadership program in high school. She went on to earn a Bachelor of Arts in international relations at Kent State University, taking advantage of various study abroad and service-learning opportunities. She discovered her enthusiasm for local governance while interning at the ACLU of Ohio during her senior year, eventually going on to earn a Master of Public Administration at the University of Arizona. She has a variety of experiences working in the fields of public advocacy and program management both in the non-profit and local government sector.

She has lived in Lakewood for the past four years with her husband and their two young daughters. In her free time she enjoys outdoor family excursions, cooking, and volunteering with her daughter’s Girl Scout Troop.

Deputy Clerk of Council I 

The Deputy Clerk of Council I is a part-time position that provides additional administrative support at Council meetings, outreach events, and in the office. The Deputy Clerk I works as part of the clerk team to provide a wide range of administrative assistance to support the various legislative and community-centered work of City Council. Among other duties, the Deputy Clerk I responds to constituent requests, produces minutes, and manages records. 

Records Requests 

The Clerk’s Office makes its most important public records available online. Additional records may be requested by contacting the Clerk’s office or by using the City’s Next Request public records portal. The Clerk’s Office maintains and regularly updates a schedule of the office records. Residents can review this schedule in advance of making a request to ensure the availability of records.  

Notary Services 

Clerk Maureen Bach is a commissioned Notary Public with the State of Ohio and is available by appointment to notarize documents for members of the public. To set up an appointment, please email Maureen.bach@lakewoodoh.gov at least two business days in advance with your request and attach all copies of documents that need to be notarized.  

Voter Registration forms 

The Clerk’s Office maintains current copies of voter registration forms and vote by mail application forms from the Cuyahoga County Board of Elections. Residents may drop by the office during business hours to receive forms. 

Please note that while City Hall is a polling place for some Lakewood residents on election day, the only place you can go for EARLY voting is the Cuyahoga County Board of Elections at 1803 Superior Ave., Cleveland.   

Ceremonial resolutions 

City Council frequently recognizes groups or individuals that go above and beyond to make our City proud through a ceremonial resolution and recognition at a Council meeting. Examples include, a milestone birthday, an Eagle Scout achievement, a business’s anniversary, and more.  

To be considered for such recognition, please submit your request and accompanying materials via email at least 14 business days in advance to Council@lakewoodoh.gov.
